In April 2005, Greensboro City Council directed City staff to prepare a Strategic Plan for the Cedar Street Area (also known as the Bellemeade District). The purpose of the plan is to both stabilize a unique downtown neighborhood and to enhance development opportunities in the area. The area is important to downtown and to the entire City, since the neighborhood borders the Central Business District and is one of the few remaining residential pockets bordering downtown. It is one of Greensboro’s few “urban villages.”

Two documents are linked to this page. The first is the Existing Conditions in the Cedar Street Area, which was written after one round of public meetings, discussions with property owners, and analysis of the area by City staff. The second is the Cedar Street/Bellemeade Area Strategic Plan, which was adopted by City Council on November 15, 2005. The Strategic Plan was developed after two additional rounds of public meetings focused on key issues uncovered in the Existing Conditions report.

A Strategic Plan looks at how things currently are, analyzes the factors that influence current conditions, envisions how things should look in the future, and then devises strategies to get there. The end result is a set of strategies that address specific issues in a targeted area. The strategies are not direct solutions to the problems, but are options that are explored and more fully developed after the plan is adopted.
