When you find an available location, the Planning Department can reserve it for you for six months while you obtain the appropriate operating licenses and inspections.
Simply fill out and submit this application for a reservation and zoning letter and pay the appropriate application fee. City staff will prepare a letter for you reserving the location.
Relevant Zoning Requirements
Family Care Homes: The City defines these as a facility of a private, charitable, nonprofit or commercial home care provider. This type of facility is used as a residence for nine or fewer individuals with support and supervisory personnel. The personnel provide room and board, personal care, and habilitation services in a family environment.
Note: No new Family Care Home may be located within a half mile of an existing Family Care Home. This rule is to increase housing alternatives available to residents and fully integrate them into the community by living in typical homes in typical neighborhoods.
Alternative Family Living (AFL 5600): AFL 5600 is a designation of the NC Division of Health Services that limits the number of people living in a dwelling to no more than four people to create a more cohesive family environment. The City defines a family as:
- One person
- Two or more people related by blood, marriage, or adoption living together in a facility, and may also include no more than two unrelated people
- A group of no more than four people, none of whom need to be related by blood, marriage, or adoption.
