The Consolidated Planning process for FY 2020-24 was completed in August 2020. The Consolidated Plan communicates to HUD the City’s priorities for the uses of pass-through grants from HUD to Greensboro for the next five years.

Every May, the Housing & Neighborhood Development Department also submits an Action Plan to HUD that details what activities the City plans to accomplish that year. Neighborhood Development reports back to HUD on its yearly accomplishments by submitting a Consolidated Annual Performance and Evaluation Report (CAPER) in September each year.

Community Development Block Grant Program

HOME Investment Partnerships Program

The HOME Investment Partnerships (HOME) Program provides grants to states and localities that communities use to fund a wide range of activities. Often in partnership with local nonprofit groups, the funded activities include building, buying, and/or rehabilitating affordable housing for rent or homeownership, as well as providing rental assistance to low-income households. HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households.

Emergency Solutions Grants Program

The Emergency Solutions Grants (ESG) program replaces the Emergency Shelter Grants program. It also expands eligible activities to now include homelessness prevention and rapid re-housing components.

ESG funds are available for five program components:

Street outreach
Emergency shelter
Homelessness prevention
Rapid re-housing assistance
Data collection through the Homeless Management Information System.
