Documents Needed to Apply
Two of these three forms of identification:
- Applicant photo ID issued by US Government, State of NC, or City of Greensboro
- Utility bill showing applicant name and current address
- Other official government mail showing applicant name and current address
All household income documents for all household members. We accept:
- 2023 Tax Return
- Most recent W2
- Two months of paystubs
- Award letters (i.e. Social Security, SSDI, Pension)
City payment authorization form.
Hard copies of the form will also be accessible at libraries.
Completed Applications
If you cannot complete your application online, you may either mail or hand deliver your application. Applications are processed in the order in which they are received.
The City of Greensboro has limited funds for the Low Income Homeowner Assistance program. When a completed application is reviewed and accepted, a reimbursement check will be processed. Applications are due by October 31 and are on a first-come, first-served basis. The goal is to have all applications processed by April 30, 2025.

To Hand Deliver Your Application
Please bring your application with supporting documentation, place it in a sealed envelope addressed to the Department of Housing and Neighborhood Development – Attn: Low Income Homeowner Assistance Program
Bring your application to 300 W. Washington St., 3rd floor, Department of Housing and Neighborhood Development. A receptionist will receive your application, and stamp the envelope with the date and time which will be your date of application.
OR
Bring your application to the after-hours drop off box for water payments next to the front door of the J. Edward Kitchen Operations Center at 2602 S. Elm-Eugene St. This is a secure collection box and City staff will deliver your application to the Department of Housing and Neighborhood Development. The envelope will be stamped with date and time when it is received by the department.
