Greensboro, like many cities around the country, is facing increasingly pressing concerns about the lack of sufficient, safe, and affordable housing for lower- to moderate-income families.

To meet this need, Housing and Neighborhood Development is working to establish a CLT to develop affordable housing on parcels of land targeted for redevelopment or reinvestment. Check out the timeline below for the project's history and read about the status of CLTs in Greensboro today.

A CLT will provide broader access to affordable, low-risk homeownership opportunities for income-qualified families. Basically, a CLT creates a pathway to free up properties and provide affordable housing for current and future generations.

Generally, a CLT is organized as a nonprofit organization and is governed by local residents and public representatives. The CLT manages land to:

  • Ensure it is used to benefit the community
  • Ensure owner-occupied homes remain affordable
  • Provide homeowners flexibility for future decisions about their homes.

CLT Advisory Committee 

As a part of the Greensboro CLT planning process, the City's consultant requested an advisory committee comprised of community leaders be appointed to work with the consulting team and City staff to develop the policies and procedures for the CLT.

After 10 in-person public meetings and four virtual meetings in 2023 and 2024, a survey was sent to everyone on the meeting sign-in sheets and the online virtual registration form. In addition to collecting the requested feedback, these residents were also asked if they would like to participate in the planning process and in what role.

Each person interested in serving on the advisory committee was vetted and approved by the City Manager’s Office and the Housing and Neighborhood Development Department director.
