Andrea Harrell Appointed as Assistant City Manager

City Manager Nathaniel ‘Trey’ Davis has appointed Andrea Harrell as Assistant City Manager. Harrell has served as the Senior Assistant City Attorney since December 2021. She will assume her new role on October 30.

As Assistant City Manager, Harrell will oversee the Greensboro Police Department, Guilford Metro 9-1-1, Office of Community Safety, and the Greensboro Fire Department.

“Ms. Harrell has the depth and breadth of public service leadership experience to excel in the executive office,” said City Manager Davis. “Andrea’s legal background and community connections positions her to bring a unique approach to managing our public safety departments.”

Harrell has been with the City since July 2016 and previously served as Assistant City Attorney, until 2021. She began her career in 2007 at Burton & Sue, LLP in Greensboro as a Law Clerk, prior to becoming an attorney at the firm in 2009. 

“I am looking forward to joining the City Manager’s executive team and serving the City in this new capacity,” said Harrell. “Working alongside the visionary leaders of the public safety teams will present opportunities to continue our efforts to make Greensboro safe for our residents, visitors and business community.” 

Harrell has been instrumental in several key City of Greensboro initiatives, such as business strategy, legislative matters, coordination of large scale land use transactions, and employment-related matters, including workers compensation. 

She is a member of the North Carolina Bar Association, Greensboro Bar Association and Past President of the Elon Law Alumni Association. Her community service involves the First Baptist Church of Greensboro Endowment Committee and the Youth Focus Resource and Development Committee. 

Harrell earned a bachelor’s degree from the University of North Carolina at Chapel Hill and a Juris Doctorate degree from Elon University School of Law.
