The Budget and Evaluation Department conducts performance evaluations and management studies of various City services and programs. These studies are used by department directors, the City Manager's Office, and City Council to make informed decisions regarding resource allocation, staffing levels, and management practices.
The Budget and Evaluation Department also participates in the UNC School of Government's Benchmark Project, which provides a comparative basis for local governments to assess service delivery and costs.

The Budget and Evaluation Department prepares an annual Property Tax Rate and User Fee Report comparing Greensboro's property tax rate and major user fees to those charged in other large North Carolina cities. This report provides an accurate comparison of municipal services costs charged to property owners.
