The Program
The federal American Rescue Plan Act (ARPA) allocated $1.9 trillion for COVID-19 relief and economic recovery, including $1.3 billion set aside for North Carolina cities and towns. The City of Greensboro received $59.4 million. Funds must be obligated by December 31, 2024, and spent by December 31, 2026.

City Priorities
City leadership evaluated funding priorities based on US Treasury guidance, City Council priorities, and an assessment of City and community economic recovery needs. City staff sought feedback from residents on their funding priorities via survey and online simulation tool.
Based on this feedback and evaluation process, in September 2021 the City determined to give priority to:
- Community Asset Renewal projects that relate to COVID-19 testing, facility maintenance needs, sustainability improvements, revenue loss replacement, and employee-related support
- Equitable Economic Recovery projects that relate to housing, transit, nonprofits, support to businesses, impacted industries, and projects that have an emphasis on Qualified Census Tracts
- Community Transformation projects that are large-scale, will make a significant impact, or are related to broadband investments
Projects Funded
The City opened applications for potential project funding in October 2021. Thanks to significant community outreach and engagement, the City received 237 applications totaling $353 million in project funding requests for the City’s $59.4 million award. City staff thanks all of the applicants for their submissions and for raising awareness of critical community needs. After considerable deliberation, City Council awarded funding that provides critical housing, infrastructure improvements, equitable economic opportunity and organizational support vital to the Greensboro community.
The Council approved 19 additional projects on January 3, 2023, to complete the full allocation of the City's ARPA funds. A total of 47 projects were approved and will support efforts in the categories listed below. In some cases, the funds have already been spent. In others, the project is in planning or preliminary funds are being obligated or spent.
